Tom Cotton, a Trump ally from Arkansas, wasn\u2019t having it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWho thought this was a good idea? Who chose this timing?\u201d Cotton asked bluntly inside the Senate\u2019s ornate Mike Mansfield Room, pressing Blanche, White House legislative affairs director James Braid and others about the fund with a series of point-blank questions, according to people familiar with the tense exchange.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cotton was far from alone\u2014more than a dozen Republican senators grilled Blanche about the settlement in the two-hour meeting, the people said, questioning its merit and warning that it&nbsp;<a href=\"https:\/\/www.wsj.com\/politics\/policy\/trump-on-collision-course-with-gop-over-controversial-1-8-billion-fund-409299ff\" target=\"_blank\" rel=\"noreferrer noopener\">could derail approval<\/a>&nbsp;of a $70 billion multiyear package funding immigration enforcement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOne of the roughest meetings I\u2019ve seen in my entire time in the Senate,\u201d Sen. Ted Cruz (R., Texas), said Friday on his podcast. \u201cFiery does not begin to cut it,\u201d Cruz said, adding that some senators were screaming at Blanche.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For more than a year, Republican senators had largely been deferential to Trump\u2019s wishes\u2014from&nbsp;<a href=\"https:\/\/www.wsj.com\/politics\/policy\/donald-trump-cabinet-confirmed-27c91227\" target=\"_blank\" rel=\"noreferrer noopener\">backing contentious cabinet nominees<\/a>&nbsp;to giving the president free rein on tariffs and the Iran war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This week, they revolted en masse, fed up with Trump\u2019s insistence on settling personal scores and pursuing pet projects at the expense of their legislative agenda. The tipping point came when&nbsp;<a href=\"https:\/\/www.wsj.com\/politics\/elections\/trump-texas-senate-endorsement-cornyn-paxton-8e7af62d\" target=\"_blank\" rel=\"noreferrer noopener\">Trump endorsed a rival<\/a>&nbsp;to Texas Sen. John Cornyn on Tuesday, a move that stunned many of Cornyn\u2019s colleagues. They saw it as a reckless way to treat a senior Republican incumbent whose seat the party can\u2019t afford to lose in November.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/img-s-msn-com.akamaized.net\/tenant\/amp\/entityid\/AA23R4h0.img?w=1012&amp;h=674&amp;m=6&amp;x=119&amp;y=215&amp;s=693&amp;d=170\" alt=\"Sen. John Cornyn (R., Texas), without a tie.\" title=\"Sen. John Cornyn (R., Texas), without a tie.\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m just sad,\u201d said an emotional Sen. Cynthia Lummis (R., Wyo.) after Trump announced the endorsement. She fretted that it would now cost Republicans \u201ca fortune\u201d to try to hold Cornyn\u2019s seat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump\u2019s approval numbers are sinking headed into the midterms. A new Wall Street Journal poll found Trump\u2019s job approval at 41%, with 57% disapproving, down from 45% approval in January. In a troubling sign for the White House, the survey showed that the share of Republicans who say they \u201cstrongly approve\u201d of Trump\u2019s job performance had dropped from 75% in January to 57% in May.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The poll also found Democrats leading Republicans, 48% to 40%, in a congressional ballot measuring which party is favored to lead the next Congress. The poll was conducted from May 7 to May 18.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">White House spokesperson Olivia Wales said that Trump is \u201cthe unequivocal leader, best messenger, and unmatched motivator for the Republican Party and he is committed to maintaining Republicans\u2019 majority in Congress to continue delivering wins for the American people.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">ICE funding paralyzed<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">People familiar with senators\u2019 thinking said far more than half of the GOP conference has concerns about the Justice Department settlement fund, set up to&nbsp;<a href=\"https:\/\/www.wsj.com\/politics\/policy\/trump-anti-weaponization-fund-claims-af2cde5a\" target=\"_blank\" rel=\"noreferrer noopener\">pay people who claim political persecution<\/a>\u2014including Jan. 6, 2021, rioters who stormed the Capitol and could now walk away with millions from the federal government. Many also are uncomfortable with Trump\u2019s push for&nbsp;<a href=\"https:\/\/www.wsj.com\/politics\/policy\/trump-ballroom-gop-senators-725af4d4\" target=\"_blank\" rel=\"noreferrer noopener\">$1 billion in security funding<\/a>&nbsp;tied to his planned White House ballroom, a project Trump had insisted would be paid for with private donations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The \u201canti-weaponization\u201d fund was created as the result of the administration settling a Trump lawsuit against his own government. It came just ahead of a deadline set by a federal judge, who demanded explanations on how Trump could be on both sides of the case.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House \u201cput themselves in a bad spot. It wasn\u2019t Congress that did it. Congress has had no input. Might be part of the problem,\u201d said Sen. Bill Cassidy (R., La.), who lost his recent primary after Trump endorsed a rival.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The fight has paralyzed progress on Republicans\u2019 long-sought bill to provide funding for Immigration and Customs Enforcement and Border Patrol. Alaska GOP Sen. Lisa Murkowski likened it to \u201cdropping a bomb\u201d on the legislative process. Senators wanted to wrap that up this week ahead of Trump\u2019s June 1 deadline but were forced to punt until next month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump told reporters Thursday that he didn\u2019t know if he was losing control of the Senate. He made clear Friday he wasn\u2019t backing down on the fund.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI could have settled my case\u2026for an absolute fortune,\u201d he said on Truth Social. \u201cInstead, I am helping others, who were so badly abused.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump lashed out at Sen. Thom Tillis (R., N.C.), who had drawn Trump\u2019s ire by labeling the fund a \u201cpayout pot for punks\u201d and \u201cstupid on stilts.\u201d The president said Tillis\u2014who&nbsp;<a href=\"https:\/\/www.wsj.com\/politics\/elections\/north-carolina-sen-thom-tillis-wont-seek-re-election-after-crossing-trump-b87db8f3\" target=\"_blank\" rel=\"noreferrer noopener\">decided to retire<\/a>&nbsp;under pressure from Trump\u2014\u201ccan have all the fun he wants for a few months, with some of his RINO friends, screwing the Republican Party.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tillis responded that Republicans need to do well in November, but \u201cthe stupid stuff is killing our chances!\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GOP senators say the ball is in the administration\u2019s court to make changes to the settlement. According to people familiar with the matter, senators in the meeting with Blanche delivered a message to the White House: You need to fix this.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe administration is going to have to come up with some suggestions and ideas,\u201d Senate Majority Leader John Thune (R., S.D.) told reporters Thursday. Asked if Trump\u2019s endorsements against incumbents played into the logjam, he responded: \u201cThere\u2019s a political component to everything we do around here.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cruz, in his podcast, said he expected the administration would move\u2014at minimum\u2014to modify the fund or face \u201ca full-on revolt\u201d in the Senate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A White House official said that the administration appreciated Thursday\u2019s feedback and looked forward to more conversations as they are necessary.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Senators primed for a revolt<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The chamber was primed for a revolt after Trump\u2019s decision to endorse scandal-tarred Texas Attorney General Ken Paxton over Cornyn in the state\u2019s Republican Senate primary runoff. The decision, in GOP senators\u2019 view, not only puts the traditionally red Texas in play but has also felt personal. Cornyn is a longtime, well-respected fixture of the Senate. He served in leadership, ran for majority leader and has been a prolific fundraiser, collecting more than $400 million in donations for his Senate colleagues, candidates, and the National Republican Senatorial Committee since 2002, according to his campaign\u2019s calculations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republicans hold a 53-47 seat majority in the Senate. Republicans have warned that Paxton, who was impeached by his own party and later acquitted and is in the middle of a divorce initiated by his wife on \u201cbiblical grounds,\u201d could force the party to spend tens of millions of dollars that could be invested elsewhere on the Senate map, in competitive states such as Maine, North Carolina, Ohio, Iowa and Alaska.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/img-s-msn-com.akamaized.net\/tenant\/amp\/entityid\/AA23QMEQ.img?w=1012&amp;h=675&amp;m=6\" alt=\"Texas Attorney General Ken Paxton at a campaign event in Magnolia, Texas, on Wednesday.\" title=\"Texas Attorney General Ken Paxton at a campaign event in Magnolia, Texas, on Wednesday.\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Texas Attorney General Ken Paxton at a campaign event in Magnolia, Texas, on Wednesday.\u00a9&nbsp;Mark Felix\/Bloomberg News<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Paxton endorsement came on the heels of Trump\u2019s ouster of Cassidy, a physician and committee chairman who failed to reach the Senate GOP runoff in his home state after the president endorsed Rep. Julia Letlow (R., La.). Cassidy was one of seven Republican senators who voted to convict Trump in the 2021 Senate impeachment trial.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some Republican aides viewed Trump\u2019s decision to endorse Paxton at the last minute as a sign of his broader frustration with the Senate. Trump has been raging on social media for months about passing the Save America Act, which would require proof of citizenship to vote but&nbsp;<a href=\"https:\/\/www.wsj.com\/politics\/policy\/trumps-push-for-voter-id-law-hits-filibuster-wall-in-senate-075ae5f8\" target=\"_blank\" rel=\"noreferrer noopener\">lacks the 60 votes required<\/a>&nbsp;to overcome a Senate filibuster. Trump has called passing the bill critical to Republicans winning the midterms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Until this week, Senate Republicans, with the exception of a few like Tillis who are retiring or representing swing states, had mostly been deferential to the president.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Almost all backed Trump\u2019s controversial cabinet nominees, including Defense Secretary Pete Hegseth and Health and Human Services Secretary Robert F. Kennedy Jr. They nearly all voted for the party\u2019s tax and spending bill last year despite worries about healthcare-spending cuts, and most have gone along with his tariffs. Most have also repeatedly voted to block resolutions that would rein in Trump\u2019s Iran war, even as&nbsp;<a href=\"https:\/\/www.wsj.com\/finance\/commodities-futures\/us-gas-prices-charts-bfe10437\" target=\"_blank\" rel=\"noreferrer noopener\">gas prices have risen<\/a>&nbsp;and Trump\u2019s exit strategy remains murky.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But that support broke down when the Trump administration unveiled the settlement fund, derided by members of both parties as a \u201cslush fund,\u201d just as the House and Senate were hoping to approve their immigration-enforcement funding package.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSomebody described it as a galactic blunder, and I think that\u2019s probably true,\u201d Sen. Ron Johnson (R., Wis.) said to CNN.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House on Friday provided statements from seven Senate Republicans praising Trump and expressing support for his agenda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMake no mistake: Senate Republicans and President Trump are united,\u201d said Sen. Bernie Moreno (R., Ohio) in one of the statements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Former Sen.
